1. When do I need a new CCR number or series for a new rule?

New rule within existing CCR number:

No, no new number needed.

New program not under an existing CCR number:

Yes, create a new CCR number in the permanent or emergency filing.

New program/division not within an existing agency:

Program administrator must:

  • Register a new agency via the Administrative Tasks screen.
  • Create a login for the rulemaking manager.
  • Use the next available CCR series under the appropriate department.
  • Avoid reusing expired/repealed CCR numbers.
    • If an expired or repealed CCR number is, then we will require the agency’s program administrator to refile.

New State Department:

Choose a series number (e.g., 1600) and submit a Jira ticket.

2. How do I create a new subsection within the CCR for a rule that doesn’t fit existing subsections?

If your rule does not align with any existing subsections under your agency’s CCR structure, you can request the creation of a new subsection by emailing us at rules@coloradosos.gov.

  • Provide the name of the new subsection.
  • Indicate how many logins will be needed for rulemaking staff.
  • Our office will inform you what CCR number to use.
  • When ready to file the Notice of Proposed Rulemaking, select ‘New’ for the CCR number and enter:
    • The CCR number assigned.
    • Include the title of the new rule in ALL CAPS.

This will establish the new subsection and allow you to proceed with filing under the appropriate structure.

3. How do I update the rule title during the rulemaking process?

The rule title can be updated during the rulemaking process, but it must be updated on our end to ensure it is accurately reflected in our system.

To request a title update:

  • Please update the title(s) in your rulemaking documents.
  • Then, email us the tracking number(s) along with the official new rule title(s).

Once we receive the tracking number and updated title, we’ll make sure the correct title appears when the rule is published.
